Popouts often occur because the concrete has been overworked allowing the aggregates to drift upward toward the surface. The cement paste is significantly weakened as a result and pop outs occur. To help prevent pop outs you should do something to fortify the cement paste. When you apply V-SEAL it causes a chemical reaction in your cement that does just that. The cement paste hardens and densifies thereby increasing the tensile strength of your paste. Once your cement paste is strengthened you are far less likely to see pop outs occur. Some popouts are inevitable, but many that are on the fence can be maintained with a V-SEAL application.
